Relative political newcomer Moussa Toybou won the presidential election on the Comoros isle of Anjouan, a government minister announced Monday, three months after renegade leader Mohamed Bacar was ousted. Toybou, a 45-year-old engineer, secured 52.37 percent of the vote in Sunday's run-off against Mohamed Djaanfari's 47.63 percent.
